Technological Transformations of the Judicial System: a Systematic Literature Review and a Program for Future Research

Objective: to systematize the current state of scientific knowledge about the techno-logical transformations of the judicial system through a structured literature review.

Methods: the research is based on the PRISMA systematic literature review methodology, which involves the sequential passage of four stages: identification of sources, primary screening, assessment of compliance with established selection criteria, and inclusion of materials in the final text of the work. The selected publications were subjected to a meaningful analysis, tabulated, and the results were interpreted to identify implications for scientific theory, public policy, and law enforcement. A comparative analysis was used as an additional methodological tool, which made it possible to correlate technological solutions with the functional requirements of the justice ecosystem.

Results: the study identified and described three main categories characterizing technological transformation of the judicial system: fundamental elements of the justice ecosystem; technological solutions that have the most significant impact on its functioning (including artificial intelligence technologies, blockchain, online dispute resolution systems and other digitalization tools); and the values of justice. The latter are transparency, efficiency, promptness, confidentiality of parties, sustainable development and digital well-being, compliance with which is an indispensable condition for legitimate technological transformation. Based on the findings, a detailed pro-gram for future research was developed, including specific research questions, schematic tables of the relationships between variables, and possible limitations of scientific research.

Scientific novelty: the article proposed mechanisms integrating the three identified categories into a single conceptual model of the technological transformation of the judicial system. Despite the intensive introduction of technology into justice, the comprehensive scientific justification of the direction and potential results of this transformation remains underdeveloped. The research systematizes the technological tools applicable to the judicial system, while simultaneously defining the values with which these tools should comply.

Practical significance: it is due to its focus on the specific needs of legislators, judges, lawyers and practicing lawyers. The drafted research program creates the ba-sis for managerial decision-making in the field of judicial administration and can be directly used in the development of strategies for the digital transformation of judicial bodies at the national and supranational levels.
